“Running in Place Policy”: The Deterioration of Civil and Political Rights Three Years After the National Human Rights Strategy

The Egyptian Front for Human Rights has issued a report titled “Running in Place Policy,” which examines the deterioration of civil and political rights three years after the implementation of the National Human Rights Strategy. The report critically assesses the progress made in the civil and political rights sector, comparing the strategy’s stated objectives and outcomes with the documented realities on the ground.

This analysis evaluates the implementation of the National Human Rights Strategy from September 2021 to August 2024 by analyzing the Supreme Committee’s three subsequent evaluation reports and comparing them with facts, statistic and cases documented by independent human rights organizations and press reports. It is worth noting that these evaluation reports, which highlight the committee’s documented “achievements,” are based on information provided by ministries and government institutions regarding their human rights efforts and activities. This report places these claims under scrutiny.

This report offers a comprehensive and evidence-based critique of the strategy’s outcomes and sheds light on the challenges and significant gaps in the protection of civil and political rights in Egypt.

The report specifically addresses the following rights to provide a thorough assessment: Right to Life, Protection from Enforced Disappearance, Right to Physical Integrity, Treatment of Prisoners and Other Detainees, Right to Litigation and Guarantees of a Fair Trial, Freedom of Expression, Freedom of Peaceful Assembly, Freedom of Association, and Right to Privacy.
