13 civil society organizations call on the Italian government and the Ministry of the Interior to halt the deportation of Mohamed Mahmoud Ebrahim Shahin to Egypt, consistent with Italy’s obligations under international law and with full respect for the principle of non-refoulement.

The African Commission reviewed Egypt’s situation during its 85th session in October, with the government presenting a report covering 2019 to 2024. The report included false depictions of the human rights situation in Egypt and a blanket denial of abuses. The Commission’s Country Rapporteur for Egypt also presented a report, which omitted widespread abuses and largely adopted government narratives.

The undersigned organizations express their deep concern over the escalating pattern of “punishment by proxy” employed by the Egyptian authorities, which has only intensified in recent months. This years-long practice involves targeting relatives inside Egypt of activists, writers, and dissidents living abroad through raids, arrests, and enforced disappearances, in an attempt to pressure or punish them for their peaceful opinions and activities.

The undersigned Egyptian independent human rights organizations said that Egypt’s upcoming elections to the House of Representatives (HoR), scheduled for 10-11 November 2025,  are occurring under chronic and severe restrictions on meaningful political participation.

Hoda Abdelmonem is a lawyer and former member of the National Council for Human Rights. She is the recipient of the Human Rights Award from the Council of Bars and Law Societies of Europe (CCBE) 2020  and is well known for her defense of victims of enforced disappearance and arbitrary detention in Egypt.
